EDUCATION: ARTIFACT LOAN OPPORTUNITIES
Space Shuttle Main Landing Gear Tires
Proposal Deadline: COB June 11, 2008

NASA is seeking outside organizations interested in a unique outreach opportunity using main landing gear tires from space shuttle missions. The long-term loan of these tires may be used to educate, inspire or inform the public about NASA’s scientific and technological achievements through art, sculpture, furniture, building structures, exhibits or other innovative uses of the artifacts. These items may not be used for the promotion of any organization or entity, or for commercial purposes.

Given the limited number of these tires and the estimated response, NASA is requesting that interested organizations submit proposals for their use, allowing the agency to choose those that best meet NASA’s education and outreach objectives.

We currently have in inventory approximately 30 flown space shuttle main landing gear tires for this opportunity. In addition, we have a number of non-flown space shuttle tires (submitters should state their preference in proposal). Data on specific flights for each tire are available in Attachment I. Tires flown on specific missions or on a certain orbiter may be requested, although NASA cannot guarantee that all requests will be fulfilled.

This opportunity is open to a wide variety of organizations, including, but not limited to, museums, schools, and civic organizations.

Special Considerations
It should be noted that the organizations requesting these tires must abide by the International Traffic in Arms Regulations (ITAR) restrictions placed on the tires. The space shuttle landing gear tires fall under the purview of the U.S. Munitions List (USML), as defined in the ITAR, 22 CFR120-130, and are export controlled.

The space shuttle landing gear tires shall not be transferred to foreign nationals, in the U.S. or abroad, or exported out of the United States, without specific approval of a knowledgeable NASA export control official, and/or unless an export license/license exemption is obtained/available from the United States Department of State. Violations of these regulations are punishable by fine, imprisonment, or both.

The tires listed in this Artifact Loan Opportunity remain government property and must follow all applicable rules regarding the loan of government property and government-furnished equipment. The proposer must also show proof of insurance for this government-furnished equipment in the amount of retail value of the property in case of loss ($250.00 per tire).

This artifact loan opportunity will not be for a contract, grant or cooperative agreement. There will be no appropriated funds associated with the resulting artifact loans.

NASA is waiving some preservation requirements for these tires due to the nature and number of the tires to allow a wide range of possible uses. The tires may be displayed outdoors, may be cut, drilled, painted or otherwise modified, but all pieces will remain the property of the federal government. Any and all other uses for these artifacts will be considered, but must be approved by NASA and the item will remain the property of the federal government.

Proposers should take into consideration that shuttle tires, like automotive tires, contain hazardous materials and required proper handling. Any deviation from the proposed use of the tires as defined in the proposal must be approved by NASA.

Proposal Details
Each proposal submitted to NASA for this outreach opportunity should include:
  • name of responsible organization and point-of-contact information;
  • target audience(s);
  • intended use of the tire(s);
  • number of tires requested;
  • preference for flown or non-flown tires;
  • location of intended use;
  • estimated outreach or impact this activity would have on the target community;
  • estimated cost of activity;
  • source of funding; and
  • requested length of loan;
  • any other information that would strengthen the proposal.
The actual loan will be for three years, renewable for additional three-year terms.

Proposers should include a letter guaranteeing funding for the shipment of the tire(s) to their location from the Washington D.C. area and/or Kennedy Space Center in Florida and the return of the tire(s) at the end of the loan. Each tire weighs approximately 500 pounds and has approximate dimensions of 42 inches diameter x 15 inches wide. NASA also has available a limited number of tire stands that can be used to display these tires. Loan of these stands should be requested in the proposal and would be included in the loan agreement if proposal selected. This requirement may be waived at NASA's discretion based on government needs and requirements at the time of selection.

Proposals should be no more than five pages in length and be reproducible, since copies for the committee members will need to be made. Electronic copies of the proposal are preferred, but not required.

Proposal Submission Deadline: No later than close of business on Wednesday, June 11, 2008

Proposals may be submitted via email, fax or by mail. It is the responsibility of the submitter to verify that the proposal has been received.

Proposal Selection
Proposals will be selected on the basis of the creative and innovative merit of the proposal, past experience, technical knowledge, outreach potential, educational potential, both fiscal and schedule soundness, alignment with NASA outreach and educational goals, and attraction of nontraditional audiences.

NASA reserves the right to select the proposals deemed highly desirable at any time after the closing of this Artifact Loan Opportunity. It also reserves the right to request additional information from any or all of these proposers along with an onsite or phone briefing by these proposers. NASA also reserves the right to select multiple proposals for award and not award all materials.

The selection committee consists of the following individuals or representatives of these individuals: mission directorate outreach or education coordinators (Aeronautics Research, Exploration Systems, Science, and Space Operations), NASA Artifacts manager, NASA Partnership manager, NASA Art Program manager, NASA Informal Education manager, NASA Legal, and NASA Property.

It is estimated that the announcement of selected proposals will be made on or around Friday, July 18, 2008. The actual length of this review will depend on the number of proposals received. All proposers, either selected or not selected, will be notified of the status of their proposal.
